Mr. Noga's current practice involves a variety of defense work and focuses on representation of diverse governmental and corporate entities with a particular emphasis on defending Texas municipalities, police and fire departments, and other government agencies in various civil rights, land use and planning, employment and tort actions. Mr. Noga also represents such entities and other clients in civil service and other municipal matters. His experience has led to him being named panel counsel for the Texas Municipal League

He also has substantial additional experience in tort, contract, employment, commercial, insurance, and complex land use litigation, with extensive Federal and State trial experience, and appellate experience in state courts, the Fifth Circuit Court of Appeals, District of Columbia Court of Appeals and Texas Supreme Court.

Author of numerous papers discussing various litigation issues and tactics, school issues, civil rights litigation, employment law and other issues, member of the Texas City Attorneys' Association and frequent lecturer, and has served on multiple occasions as a member of the State Bar Planning Committee and Faculty for the annual Suing and Defending Governmental Entities Seminar.

LEXIS 534; 47 Tex. Sup. J. 666 - Argued before the Texas Supreme Court in conjunction with co-defendant's counsel and won case

Forney Messenger, Inc. and Cary L. Griffin v. City of Forney - First Amendment retaliation allegations - won federal trial

Jerry R. Brown v. Dinerstein Management, Inc., et al. - Premises Liability - won state trial

Kristen G. Borth v. City of Cedar Hill, Texas - Employment Discrimination (in testing) against Fire Department - won federal trial

David Rigney v. City of Rowlett - Employment termination: Won Motion for Summary Judgment in both state and subsequent federal suits.
